Start Folder Greyed Out

I am customizing a Quick Launch icon button.  Why is the Start folder setting greyed out and not available?

Start folder is only greyed out for buttons connected to a UserDefinedCommand.
For buttons connected to external programs it is available.

Oh OK.  When I right-clicked the Quick Launch toolbar and selected customize, I can only insert a User Defined Command or Separator.  I didn't see an option to add an external program.  I realize now that I can drag an application there.

Yes, External is added by drag and drop..   UDC command is a later addition.
