Failed to change shortcut key for 'Create folder'

Thanks for a great program.
I am using v6.1 64bit under Windows 7
Windows Explorer styled setup
I wanted to change the shortcut key for Create folder to match what I was used to.
Steps
Customize Keyboard setup
Module |Explorer Panel|
Category |Global Menu commands|
Create folder = Insert
Module |Explorer Panel|
Category |Module specific commands|
Toggle Selection and move to next item = Ctrl+Insert //remove conflict
Expect
Insert to open the Create folder dialog
Observe
Insert appears to performs it's original function

It works, But you need to restart MC for it to take effect.
Remapping some of the navigation key do not remap it self dynamically, They are setup when MC start (Really when the panel is created. So might work if you close and reopens a panel too)
