Can MC be set if you double-click on the "background" of a panel to go back/up one level?

Yes.. It is a bit tricky to find.
Menu > Configuration > Explorer Panel
Then go to the "Mouse Configuration" Tab
And for "Mouse Action Options" there is a settings for the Action "Open Folder / Execute File" that is named
[.] Go to parent folder if click was on empty area.
Check that.
