Error when moving files in protected folders

Moving Files in protected Folders fail when in the target folder files with the same name already exists.  Using copying in the same job works without errors.

Error Message in Logs:  2017-07-13 20:56:46.636 Failed to move file C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Cyberlink PowerDirector to C:\ProgramData\Microsoft\Windows\Start Menu\Programs\ZZ Programme (geordnet)\Medien Bilder Videos Musik\Video\Cyberlink PowerDirector ( ErrorCode 4000 )

The "10" part is the internal windows internal error code. And this error is uncommon, 10 means "ERROR BAD ENVIRONMENT", and it is a generic error returned by Windows when something is corrupt or if the file system is damage, or missing system files.

Can also be that some security software. Blocks hard when MC tries to overwrite existing, and force that error back to the calling app.

Take a look in the windows event log, You might find more information there

This problem is also in all other systems, not only in mine. And it is long before i installed the Windows 10 Creators Update 1703. It is 100% reproducible. Also all the other problems with hard protected folders are everywhere reproducible and have nothing to do with my own system. Please try to reproduce it by yourself, this need just 1 minute of work. We all have not enough time.

Are you running as normal user and using the retry as admin.. or is MC running as admin ?

I run MC never as Admin. I thought the Admin Mode should be enough. MC run as normal user. But the windows User (me) is a Admin.
Maybe this issue have to do with the Admin Mode.

There is also another Problem with the admin mode: Click at a protected folder do not trigger the admin mode.
