catch WM_QUERYENDSESSION WM_WTSSESSION_CHANGE

1.  "save on exit" select remember open path
2.  new a tab.
3. reboot or poweroff logout  WINDOWS
4. multicommander not open new tab

Multicommander saves its config when the program closes. That is why a disruption to it won't serialize the current session config upon next launch.
