Get rid of "File Infomation" popup? ; Save startup appearance

I've searched on File Information, but I can't find out how to stop that File Information box from popping up every time the cursor is over a file or directory for a few seconds??   It's driving me crazy, and I respect my files' privacy, so I don't really need to know.

While I'm here, is there a way to make Mult-Commander start with the same two folders open every time?   I'm new to M-C but in PowerDesk I was able to start with my Data and Downloads windows.   M-C has even more options but I can't find this one.

The tooltip is configured in Explorer Panel Settings, under detailed and list view mode there are separate settings for it
