Default Location for New Explorer Panel (New Tab)

I can't figure out how to set the default location in a new explorer panel. I did this before, but I can't figure out how I did it. I see there is a setting in the core settings to "Autoload the tab session marked as : Load at Startup." I don't know if that's the setting I need, and I don't know how to set a location as the "Load at startup" location. I checked the documentation for quite a while and I can't figure it out.

Can anyone help me with this?

Menu > Configuration > Explorer Panel > Display (Tab)
Under the "Tab" section" you can define that path it should show for new tabs
