Make Drag/Drop "copy" only

Is it possible to make Left-Mouse Drag/Drop a 'copy' instead of a 'move'?
Or is it possible to disable Left-Mouse Drag/Drop 'move'?

When the drag and drop making automatically a copy (different drives) you can press the shift button while drag and drop if you wanna make a move and no copy. When the drag and drop doing automatically a move ( on the same drive), you can press the CTRL-Button while the drag and drop if you wanna make a copy and no move.
