right panel tabs do not survive restart

GRDav:
I have added 2 tabs to the right panel, 1 a USB connected drive and the other a network drive. i have locked them both and the core settings is set to autoload the tab session marked as :load at startup

1/ when i close and reopen MC, the tabs on the right panel do not appear; the ones on the left panel do appear
2/ i can't find where i can set the panel session to "load at startup"

I am sure i am missing something, but would you help with this?

Menu > Configuration > Explorer Panel Settings > Display (Tab)

In the "Save on exit" section, uncheck "Remember only paths to local harddrive....."
