Look under portable. Devices that connect to WPD (Windows Portable device) can be found there

No, it doesn't show in the Portable folder. In the foreground of the screenshot below you can see my Xiaomi 15 Ultra in Windows Explorer, but in the background MC with an empty Portable folder.

Windows Phone Link is connected to my phone over Wifi.

Many thanks for your work.

**EDIT**
If I use Windows Explorer to create a shortcut to my phone on my desktop, I CAN access it via that shortcut in MC. The address bar shows a "CrossDevice" link: C:\Users\jpcoetzee\CrossDevice\JP's phone\storage\
The phone does not appear as a dedicated PhoneLink folder in the left pane as it does in Windows Explorer.

**EDIT 2**
Although I can see folders and files using the above method, I cannot access them i.e. cannot download them.

Then maybe that phone is not connecting to windows using Windows Portable Device interface.

Some older phone was connected like remote device and got assigned a device letter by the Windows like  E: or something else..

Not sure what way your phone is connecting as. Maybe some other way that MC does not support
