changes effect w/o restart

hope that all or most of the settings changes won't require restart of MC..want to see the effect of the changes instantly after clicking 'apply' button..

Most settings can be change without restarting. However there is is bug that is SAY a restart is needed sometimes even if it is not.
Settings that effect layout and enable/disable of UI item require restart. Most other settings does not. (but not limited to just that)
