I found this -

As it doesn't seem more complex than your file coloring system I wondered if you intended to implement anything similar e.g. using the file system coloring dialog.

Not really get what that is doing. Changing folder icons ?
Icon and colors of the item are totally different processes.  Not sure if the color system also can change the icon.

I tried it & it seems to use a theme style format.  It has a collection of icons of different designs & will extract icons from Win Theme packages & apply them.
So its not what I had initially thought....
