SHIFT + Character Hotkey not working

Hello, I have a question:

I want to assign a hotkey combination SHIFT + C for a custom command. I can assign it perfectly fine through the keyboard customization, but it does nothing when I press the combination in the explorer panel.

Am I missing something? Thanks.

Ensure that Explorer panel settings > Display > Keyboard handling > Forward keys to the command line bar option is unchecked

It is unchecked. I also use the option "Search Keys" = "Letter Only".

It gets in conflict with other things

Disable Forward keys to command line bar
and Quick search can't be letter only...

Problem is that Shift + C is Upper case 'C'.
And both Forwards key to command line bar and Quick search see that as normal text.

Ok thanks, I understand. But shouldn't a global hotkey not always have priority no matter what?
