dragging to folder tree

Default behavior for dragging files between panels correctly is 'move' for same drive  and 'copy' for different drives.
Default behavior for dragging files to folder tree is always 'copy'. I think it would be nice if dragging to folder tree would follow the above scheme with 'move' or 'copy'.
