Fully dark theme possible?

Hi

Is it possible to make MC fully dark (dark gray) including the frames, scroll bar, menu bars etc?

My desktop is not connected to the internet. Is there are manual way of downloading it? I tried to see if MC supports proxy but it does not seem so.

Normal Proxy configured in Windows works.
But a public version is soon out
